Royal Pacific is the least expensive of the three hotels that include Universal Express Unlimited, and that fact should drive the decision. The pass covers participating rides at Universal Studios Florida and Islands of Adventure for everyone on the reservation, every day of the stay, and it is the same pass Portofino Bay and Hard Rock hand out. It does not cover Epic Universe. Express exists there as a separate purchase that no hotel stay includes, so budget for it if Epic is on your list. Volcano Bay is also excluded, and it closes 26 October 2026 for the season, with reopening expected on or before 1 April 2027. What you give up is room. Standard rooms run about 335 square feet, the smallest of the three, with a single sink at the vanity and a sliding door onto the toilet and shower, thin on privacy for a room sleeping four. Guest rooms were last refurbished in 2016. Public spaces are newer: the lobby was redone in 2019, and the grounds hold the theme, with a covered bridge over lily ponds and a zero-entry lagoon pool with a white sand beach, two hot tubs and a steamer-ship splash pad. Ask about your tower when you book. East-facing rooms in Towers 1 and 2 pick up traffic noise from Universal Boulevard and, more distantly, I-4, and Tower 2 sits farthest from the lobby, the dock and the bus stop. The walkway to CityWalk runs about a third of a mile with its own security screening.

Is Universal Express Pass included at Royal Pacific?
Yes. Every guest on the reservation gets Universal Express Unlimited for the length of the stay, with no separate purchase. It covers participating rides at Universal Studios Florida and Islands of Adventure. Loews states it is not valid at Universal Volcano Bay or Universal Epic Universe, and it does not cover separately ticketed events. Epic Universe has its own Express product, which you buy separately; no hotel stay includes it.
Does Royal Pacific charge a resort fee?
No. Royal Pacific does not add a nightly resort fee, which sets it apart from most of Orlando. Parking is billed separately, so that is the fee to budget for.
How much is parking at Royal Pacific?
$36 plus tax per vehicle per night for self-parking, and $45 plus tax per night for valet, per the rates the hotel publishes.
How do you get to the Universal parks from Royal Pacific?
Walk or take the water taxi. A garden walkway runs about a third of a mile from the pool gate to the CityWalk entrance with its own security screening, and complimentary water taxis leave from the resort's own dock, starting an hour before Early Park Admission and running until 2am. Volcano Bay and Epic Universe are served by shuttle bus, roughly every 30 minutes, from a stop at the far end of the resort. Volcano Bay closes 26 October 2026 for the season, and the operator expects it to reopen on or before 1 April 2027.
Is Royal Pacific worth it compared with the other Universal hotels?
Yes if you will actually use Express. It is the cheapest of the three hotels that include Unlimited Express, so the perk stretches furthest here. The trade is space: standard rooms are the smallest of the three and were last refurbished in 2016.
Do you get early park admission at Royal Pacific?
Yes, and it is a separate perk from Express. Early Park Admission goes to guests at every Universal on-site hotel, including the ones without Express, and it does include Epic Universe. On its own it is not a reason to pay top-tier rates.
