What staying on-site at Universal actually buys
Two perks come with a Universal hotel and people routinely confuse them. Early Park Admission comes with every on-site stay, gets you in up to an hour before the public, and does include Epic Universe. Universal Express Unlimited is the expensive one, and it comes free with exactly three hotels: Loews Portofino Bay, Hard Rock Hotel and Loews Royal Pacific. It skips the regular line all day at Universal Studios Florida and Islands of Adventure, for everyone on the reservation, for the whole stay. At busy times it is worth more per person per day than plenty of Orlando hotels charge per night, which is the entire argument for booking one of those three.
The trap is Epic Universe. The included pass does not cover it, and it does not cover Volcano Bay either. Epic Universe has its own Express product that you buy separately, and no hotel stay includes it. Universal has also retired its old Premier, Preferred, Prime Value and Value labels, so tier no longer tells you who gets the perk: Sapphire Falls and Helios Grand sit in the same top Signature Collection as the three above and come with no Express at all. Helios Grand earns its price a different way, as the only hotel inside Epic Universe with a guests-only gate into the park.
The fee picture is unusually clean. Universal's on-site hotels do not charge a nightly resort fee, which sets them apart from most of Orlando, so the number you compare is closer to the number you pay. Parking is the exception and runs in the mid-$30s a night to self-park. Getting to the two original parks is on foot or by water taxi from Portofino Bay, Royal Pacific and Sapphire Falls, while the value hotels run buses, and Epic Universe and Volcano Bay are bus-only from everywhere. Worth noting for autumn trips: Volcano Bay closes on 26 October 2026 for an extended refurbishment, with a late March 2027 target that is not guaranteed.

Do Universal hotels get you into the parks early?
Yes. Every Universal on-site resort includes Early Park Admission, up to an hour before regular opening, and it comes with the stay so it holds however you book. Unlike the free Express perk, early entry does include Epic Universe.
Which Universal hotels include free Express Passes?
Three: Loews Portofino Bay, Hard Rock Hotel and Loews Royal Pacific. Universal Express Unlimited is folded into the rate for everyone in the room, which is why those three cost more. Tier is no longer a guide to this, since Sapphire Falls and Helios Grand sit in the same top collection without it.
Does the free Express Pass work at Epic Universe?
No. The included pass covers Universal Studios Florida and Islands of Adventure, and it is not valid at Epic Universe or Volcano Bay. Epic Universe sells its own Express separately and no hotel stay includes it, so budget for it if skipping lines at the new park matters to you.
